INDEX 1 TRAVEL RULES AND REGULATIONS. 1) TRAVEL IS PERMITTED WITHIN DISTRICT 3300 ONLY. STUDENTS MUST BE ACCOMPANIED BY THE HOST FAMILY, SCHOOL GROUPS, OR HOST CLUB ROTARIANS. 1) NO TRAVEL IS AUTHORIZED DURING SCHOOL TERM UNLESS IT IS FOR A ROTARY ACTIVITY OR FUNCTION. Page 1
3) The following travel requires approval in writing from the Inbound Coordinator and RYE Chairperson: - Overnight travel within D 3330, regardless of whether school days are missed or not. - Any travel outside D 3330, whether with the host club, host family, or authorized rotarians etc. When travel is approved a copy of the approval and the detailed itinerary (where, why, when, how, with whom) must be provided to the District Protection Officer at least one week before travel begins.
4) Parents, relatives, and friends are permitted to visit the student only during the last 3 months of the exchange program. Even though we allow parents, relatives and friends to visit the student within this 3 month period but during one month before exchange program ends, travel is not permitted if it interfers with school or rotary activities and functions. 5) No independent or unaccompanied travel will be permitted at any time. Independent travel is not permitted unless in case of an emergency and must be approved in writing by host club YEO, host parents, Inbound Coordinator and RYE Chairperson. Details of such including the reason of travelling, place to stay, contact telephone number etc, must be provided before travelling. Incident must be reported together with all itenary details and related documents must be sent to DPO as soon as possible.
ADDITIONAL RULES AND GUIDELINES OF THE DISTRICT 3300. 1. Staying Out Inbounds are not allowed to STAY OVERNIGHT in another’s house such as in the houses of hosts of another inbounds, friends who are not within the circle of the rotary program, etc. 2. Visits Inbounds can only invite or visit friends within the vicinity of her club. They need to be back to their host family within the day. Permission of the host family should be obtained first. Page 2
3. Usage of Computer or any Internet Related Devices. Inbounds are not allowed to bring their computers/telephones or any other internet related devices to their bedrooms. Allowing inbounds to use their laptops/phones with internet access in their rooms will lead to their long usage of internet especially at night, thereby causing lack of sleep leaving the inbounds to be not feeling well to go to school the following day. It also lessens time spent with the host family.
4. Insurance If bought insurance from the native country can’t be used when medical fee is supposed to be covered during medical treatment, Inbounds should be prepared to shoulder the expenses and let natural parents do the reimbursing of the money back home. 5. School Activities Inbounds are permitted to join any activities organized by the school deemed safe by rotary. But protocol should be followed – the school has to issue an invitation letter to the Inbound, the letter should be presented to the host family, the host family brings such letter to the attention of the club President, the YEO and finally the club reports to the district for records and approval.
6. Steps to be followed when natural parents are going to visit their YE children. a) Natural parents should inform the sponsor district of their intended visit, including their scheduled arrival and length of visit. b) Sponsor district will inform us (Host district) directly to PP. Emma Suitisang, the Country Corespondent and Chairman PDG Manit Wongsuryrat. c) The Country Corespondent will liaise to the host clubs about the intended visit then approval is sought from us.
7. Monthly Report Inbounds should make and send their monthly report to the District Inbound Coordinator no later than the 5 th of each month. District Inbound Coordinator’s email: poonpetch@gmail. com

Ø Students are not allowed to leave the tour nor bring friends or relatives along with the tour. If free time exists, students may meet friends or relatives in the hotel lobby with the consent of the chaperones. Ø Students are to stay in groups of three or more when free time exists. Strong Suggestions for the Inbounds’ Successful Exchange.
BEFORE INBOUNDS’ ARRIVAL: - Communicate with them – emails or other means. Give basic information about Thailand’s culture, food, weather, way of life etc. - Prepare their room/accommodation. - Members of the family are orientated about a new member coming to the family.
DURING INBOUNDS’ ARRIVAL: - Help the club prepare the club’s banner (for picture taking upon arrival). - Flowers/Garlands are a heart-warming gesture. - Let the Inbounds call their natural parents upon arrival. - First Meal: Ask the Inbounds whether he/she needs his/her meal. Inbounds travelled a long way, maybe they would prefer to take a rest. - Welcome dinner/may take place a day or two after arrival. (Make allowance for the getting over the jet lag. )
FIRST WEEK OF INBOUNDS’ ARRIVAL: Check the inbounds’ passports, visas, insurance and tickets. - Check and collect their emergency fund/Open an account for them. - YEO keeps all of the documents mentioned above for safe keeping. - Let Inbounds’ acclimatize to the time difference, change in weather, food, expectations that they may get ill probably because of water, food, heat, time difference etc. - Introduce the Inbounds’ to your immediate relatives, neighbours, city, places of interest. - Bring the inbounds to their school with strong suggestion to be accompanied by the host, members of the sponsor club such as the YEO, club counselor, president and interested rotary members. - Meet the school authorities. Reconfirm subjects to be taken for the Inbounds. -
DURING THE 10 -11 MONTH STAY: • • • Club should conduct an orientation covering: > host families house rules and expectations. Ø Introduction of the club, club officers and expectations. Ø Information on receiving monthly allowance • • • Invite Inbounds to do a Power. Point presentation about their native country. - It is strongly suggested that clubs allot one day during weekly meeting at the very start of the exchange for a presentation of his/her country, district, club, city, school, family etc. - Clubs should provide Thai language special classes within the 1 st month of Inbounds’ arrival. - Invite the Inbounds’ to speak in the club at least once a month.
BEFORE INBOUNDS’ DEPARTURE - Let the Inbounds’ say farewell to their school. - Help the club prepare for the farewell party for the Inbounds. (A proper meeting in a proper place where in the Inbound can make a good speech in front of the members is strongly suggested). - Send the Inbounds to the airport accompanied by members of the rotary.
Samples of Past Inbounds’ Grievances.
Dear Emma, I realized that I'm in vacation from school and after Rotary trip, I will be totally free. My host family is nice, but I realize that they don't like to travel or didn't make a lot of plans. The last days I just stayed talking with them and my family also said that it is bad that I don't have classes or more compromises after all. I know about the Rotary rules and the big responsibility of Rotary to guarantee our safety in Thailand but at the same time, we are concerned that Thailand is safety and all of us, exchange students, have different opportunities. We are here to study and learn about thai culture but we also need to spread our friendship, help the people and know other places, other culture. Moreover, we are here to have our own decisions and responsibilities, get mature and turn into big citizens for the world, or even leaders. That is what I learned in Rotary orientation for every YE and during all my life. But of course, it includes the dangers, the difficulties we can find. I figured out during all my studies that if we are prohibited or censored for doing something that certainly we will live, we will not be ready to face up to this situation when the time comes up. We, as exchange students, just want to have great time and have big memories about Thailand. I think that we also proved that we are not the type of exchange students that follow the brand of being bad YE's and just want to have fun. If it is possible, only during this period of time (school closed) where we learned thai language, get close to our families and we don't have more classes or activities, to realize trips or give more 'freedom' without many requirements. With all my respect,
Dear Emma Sorry about not sending in a report for a while. i have not had really time to actually sit down and think about writing. From the District conference to traveling with my host family and preparing for this trip I never really had time. This email I won't really talk about what I did but how I feel. It has been brought to my attention that some of my friends are feeling a bit down. Somehow I feel Rotary is some what responsible for some of this sadness. I can relate somewhat, I feel that Rotary, which is in charge of the well-being of exchange students, would strive to make sure that every single one of its students were feeling great. But right now I do not feel this way. Throughout my exchange I feel as if Rotary has been working against me on making this year an enjoyable experience. the lack of communication between the exchange students and their counselors and the lack For one of interest of exchange students by the club. For instance I have yet to have my first meeting with my club counselor and my YEO NEVER takes the initiative to meet with me. I ALWAYS have to GO TO HER. This clearly shows a disinterest in my well-being because if the was some sort of interest those two officials would ACTIVELY strive to make sure I was feeling okay. Secondly, why does Rotary not let anyone else travel from one ROTARY EXCHANGE STUDENTS HOUSE TO THE OTHER? There is no reason why this is a problem. As long as Rotary is informed there is NO DANGER. The exchange students are always in the care of a ROTARIAN. So why is it prohibited? Lastly, Host families. My current exchange has been BLESSED to be able to reside in the same house as MAMA Joy. If my exchange had not been with her I don't know how I would be faring with regards to how much I am enjoying my exchange. But that is only me. It seems like most of my friends end up with host families that don't care for them, mistreat them, and don't take care of them properly. So far I am loving my exchange but I would LOVE for my friends to enjoy their exchanges to. A Concerned Student
Dear Emma, In this report, I'm going to explain my feelings about here, in Thailand. After this email, you will be mad at me. Sorry. . . Before to came in Thailand, my dream was to go to Phi Island Bangkok. Try surf, jetski, touch a tiger, swim with dolphins, . . . And then, hang out all the time with exchange students, see most of them every week, and travel in all the country and in others countries, with my exchange student friends (with and without Rotary members). . . Like in Belgium ! But I'm really dissapointed of my exchange. . . And I'm really dissapointed of Rotary too. . . First, I never thought that the rules were true. I was sure that it was a discharge of responsibilities in case of problems. But no, it' s really strict! I think that I had more freedom when I was 14 years old! About the Rotary club for me, my opinion, […] is bad and useless. She is the worst YEO! She treats me like dirt (sorry for the word) , she looks at me like if I was shit (sorry again) ! When I try to speak with her , she never listen me or pay attention. It s like I don't exist. . . When she does that, I just want to cry. Even, when I had some problems with my host, she never try to speak with me for understand explain me the culture. . . All the time, when I know that there is a Rotary activity and that I will see her, I don't feel well, and I have stomach ache. . . I don't understand what I did!? I don't know is because I'm a girl, or I don't speak Thaï, or I'm not extravagent or because I'm indian, . . . But when it's Brandon, she smiles, responds, speaks, . . . I feel like a big difference and favoritism between us. When, I wanted the entries multiple, she took two singles entry. And then, I bought the visa without Rotary members but it's like I lost 2000 baths for nothing! She should took the And she is useless too. She doesn't know anything! multiple entries visa at the beggining. She should find a thaï teacher for us, after a long time, she found one. . . But the teacher was so bad, it was Brandon and me who were teaching English to thai students while the teacher was eating, playing on internet, having calls, . . An other thing, the second month of my exchange, she told me that she was doing a schedule for us for to learn thaï cooking, massage, visit some stuffs, . . . It never happen! And about to go and cook Salapaho, more than two months that she speaks about that but it never happen! I'm fed up of weasel words. . . And my counselor, she leaves in Songkhla. If I saw her 3 times since I 'm in Thailand, it's a lot! My family is nice but they are really busy. All the time, when I speak about Bangkok and Phi island, my host say that it s impossible to take me there that I should finish my studies, have a job and then come back to Thailand for to travel to Phi and Bangkok. And today, they offer me to travel JUST IN FRONT OF YOU. I think that weasel words. . . But I like them, they are really nice. This side, there is no problem : )

I'm really bored here. During all this year, I'm just waiting for trips and after this one, I just will wait to come back home. I'm all the time on my computer sometimes, I do activities with my family like go to hospital for the grand-mother , go and buy bread in Tops Market, . . . Nothing special. You said that I should hang out with thai friends but thai people stay at home all the time and I don't have reals friends (only one or maybe 2), most of them are acquaintances. So we never hang out because there is the problems of the language, culture, money, . . . Most of my exchange, I spend on internet (now, I have a good knowledge in movies) and going to commercial centers. You said that I should go to swim. I didn't come to Thailand for this kind of activities, it would be better in Belgium because the wi-fi is faster and the swimming- pools are cleaners! It's the first time for me that I really travel. So I really want to visit all the time the country and with exchange students. But no, we can't so I m bored. If I count my mum paid + and – 5000 euros for this exchange (plane ticket, Rotary fees and the maintenance that my dad stops to give to her because of my exchange). I'm not proud of that because I think that this year was useless, a waste of money, so I 'm going to work and give her all the money back. Here, I didn't have a lot of fun (only Rotary trips) , I can't travel, and thai language is so useless in Belgium. Sometimes, I think that Nikolai was the smartest of us because he left early. . . I wish I could come back in the past and never go to an exchange because now, I have a lot of problems in Belgium (money, mother sicks, twin brother depressed because I left, . . ) or and go to an exchange but in an other country because at least, I would have better remember. But the most sad, it's that I m not alone in this case. Severals exchange students of this district are bored , dissapointed of their exchange and mad because we can't travel without Rotary. I was expecting to much for my exchange. I was expecting someting like Belgium. MEaning 120 exchange students in the little district, 30 exchange students in my city, one big activity with all students every month, rules relax, travel in and out the country without Rotary, . . . I think that I spend more time bored, sad, dissapointed , alone and homesick than happy, here. I'm so dissapointed so when I will go back to Belgium, I will advice outbounds who want to go to Asia, that Taiwan is better or in this district but I 'm going to tell us what to expect. Sorry. . .
My Year in the Land of Smiles Leah / Billy / Meow
The Rotary Youth Exchange Program offers an opportunity of a life time for selected outbound students. Living abroad, welcomed into a home of strangers willing to take us in as one of their own children. Students eagerly leave everything they have ever known
and accept this challenge to try to adapt and understand this new unknown culture. This year is not meant to be a vacation, as many sometimes forget, it is a cultural exchange to study.
A chance to learn and understand the ways of others around the world, but also to be an ambassador of their own country. To learn a language, to travel, to be independent.
My year exchange in Thailand District 3330 was beyond amazing and I have come to realize that if a student hopes to have a successful year it takes effort on both the student’s side and the organizations side.
Students initially arrive in their new host country with rather high emotions. Scared, excited, vulnerable, confused, and exhausted from trying to comprehend all of those feelings. The challenge every student asked for in becoming an exchange student starts off right away with language.
For the first month it seems to be an ever going game of charades between you and the world, but the sooner you can speak the sooner you will begin to understand everything happening around you. The way people speak
and what they generally talk about can say a lot about a country. Not to mention the fact that you are dying to ask questions about everything around you! Students really need to focus to learn as fast as possible as a year will fly past them.
Rotary Exchange students are expected to attend high school, to both improve language skills, and simply experience school in a different country. If students are offered a language teacher for even just the first three months it gives them a kick start into getting more out of their exchange.
Being able to understand is key to learning why things are the way they are. Learning how to read and write will open up even more doors as you will begin to know your surroundings by reading signs. Learning the host countries language is absolutely crucial, however, it is not the only important task.
Sitting at home, playing a game on your phone, skyping with friends from home, is not the way to spend your exchange. Especially if experiencing that dreadful homesickness. It is absolutely crucial that students get out and explore the area around them, for there is so much to see.
I have learnt so much about Thai culture this year by wandering the streets and watching the way people live their lives. There were far too many students this year that either did not take advantage of this, and sat miserable inside counting the days till they went home,
or were not allowed out without an accompaniment. This is what I mean when I say it takes effort by both the student and the organization. All my families went absolutely above and beyond to get me out and see all around Thailand.
As a result of this I was able to learn and experience the cultural differences between the other provinces around the country.
My host families were not just a host to me. These people had become family to me, and when living with them I wanted to do what they did. Of course every home took some adjusting, but everyone helped me along and always made me feel welcome in their home.
It takes time to learn the routines of others’ lives, but I always tried my best to fit in to their lives without causing a fuss. It is such an incredible opportunity to be able to actually live with local Thai people, and I learnt so much more
by always being able to ask someone questions and having my families eagerly show me the ropes of their country. Living with families I was introduced to so many kind people around the city, I really began to feel a part of the community.
This year Rotary had been concerned that I had not made an abundance of Thai friends. While I understand the worry as this is an important part of exchange, I hope Rotary can understand my reasoning’s. The YE students found it quite difficult to build a strong relationship with our classmates as Thai students have to study all day, every day.
I felt I needed also to attend school all day to really have any quality time with friends apart from studying. This left no time for both my family and being out to try new things apart from school. Now don’t get me wrong I did have friends from school, but also from university or that I met out-side of school, but I was not worried about having a huge number of friends. A few great friends was all I ever hoped for!
Rotary offers three incredible cultural trips for all of the exchange students to experience together. Apart from these three excursions we are hardly able to see one another. I found this quite a shame because it is a huge part of the exchange for me; being able to meet people from all over the world! When I wrote in my essay about coming to Thailand making these incredible friendships,
, I was not referring strictly to Thais, but everyone I meet, wherever they may be from. We learn so much from each other, and I love to hear others own personal cultural differences and having to use a funny mix of two or three languages to understand each other.
The time we did have together are some of my fondest memories of Thailand during the fabulous trips prepared by Rotary.
The highlight of the three trips, in fact, of my whole exchange, was the second trip to Northern Thailand, Cambodia, and Laos. I live in Canada, right near the American border. As a result, I have had the opportunity to travel there multiple times with school and sports.
It is interesting to see and compare the differences between America and Canada. This is why I thought the Laos and Cambodia trips where especially fascinating. While, yes, there was still the similar Asian culture throughout, they did not have the same Thai flair. It is absolutely important for us to experience this,
to see how travel is between these Asian countries, and how people are. This trip was a highlight for me, but every trip was above and beyond anything I had expected. Rotary did an exceptional job and the YE students were really lucky this year to have such great trips planned for us.
My year in Thailand has been the most unforgettable adventure, and while there were ups and downs, I would not change a thing about my exchange. The families and friends I met in Thailand will forever have a special place in my heart, and I am forever grateful for everything they have done for me.
The people students meet on exchange are what make it so unforgettable. A golden rule to being an exchange student, I believe, is never say no, be courageous, and try absolutely everything because a year will fly by, and you don’t want to miss a thing.
Thank you Rotary Club of Surat Thani for sponsoring me, and for the three wonderful families who welcomed me into their homes. Love always, Leah / Billy / Meow
