Practically – primary responsibility for the quality assurance is on higher education institutions That is why they use to create and apply own, internal QA system. ESG: it is a source of the help and guidelines to work, of General character, demonstrating WHAT is to be done, and not HOW. By including in common Tempus projects of WUS and SUS, together with other universities, we look for the ways how to establish the QA system. Institutionally, at UNZE level, formed are the Committee and Office/Bureau for the quality, then the Committees(Unity-cells) for the quality in each organisation unit (faculty). Appointed are the responsible persons-managers (coordinators) for the quality at UNZE and OU-s levels. Thus, institutional university structure of QA consists of: - UNZE Committee for the quality (Committee), - Office/Bureau for the QA at UNZE (Bureau), - Committees for the quality at each UNZE OU (Sub-committees). REVIEWING AND ADOPTION OF SELF-EVALUATION (SE) FOR THE YEAR 2008 Based on detailed consideration of the state of affaires from effectuated Self-evaluation of the state at UNZE for the year 2008, project team and QMS office do present to the Senate most important items as follow: – Self-evaluation is done in all OU-s of UNZE, in accord with project task which is presented to the QA managers and vice-deans of OU-s – Content and scope of Self-evaluation for the year 2008 is put in accord with proposed content by National Committee for Higher Education of Slovenia and European University Association (volume up to cca 30 -35 pages, a survey of the state in higher education, general situation in B&H and Cantons) – From readed in detail, considered and adopted SE for each OU, as well as from SE for UNZE, the set of actions should follow for improvement of the state, both in OU-s and at UNZE as a whole. Perceived most week spots: – bad ratio of full time employed personnel at some faculties and sections to the number of students in them (especially the Faculty of Economics, Faculty of Education – sections for German, English, Turkish language, mathematics and others), – inadequate ratio of premises – pedagogical standards are not respected (students/m 2) in majority of faculties (especially Law, Pedagogy, Economy, Health), – extraordinary high schooling expenses per student (graduated) in some faculties (particularly Faculties of Metallurgy and Materialsand of Mechanical Engineering), – extraordinary bad indicators of scientific-research work in some faculties - number of projects, works, contributions to journals/conferences, the books, organizing the conferences etc. (especially Faculty of Law, of Economics, Metallurgival Institute); – very bad general level of informatics of the students’ services/affaires and libraries; – very law passing rate , which leads to very bad results of total number of graduates in some OU-s (especially FME and FMM whith 5 graduates each comparing to 302 graduates at UNZE in the year 2008). 21 EU Standards for Accreditation of Study Programs on BIH Universities (158853_Tempus_BE_SMGR: 2010. ) Kick-off meeting, Ghent, 25/26. 02. 2010.

RETROSPECT OF EFFECTUATED EVALUATIONS AT UNZE 4. 2 Experiences in effectuating the self-evaluations 22 Recommendations for most important activities: – To work on higher admission to permanent employment of the assistants and professors, with the aim to improve the ratio number of students/number of lecturers, especially in critical sections and OU-s; Assignment: rector of UNZE and deans of OU-s – To think about closing certain sections, by which a development tendency is not visible; Assignment : managements of UNZE and OU-s – Work on improvement of premises disposition for some of OU-s (finishing the work on the building of Faculties of Law and of Economics, using the premises of Elementary School „Miroslav Krleža”, renting the amphitheatre in House of Miners, work on getting the area of Zenica Caserns) since with about 5500 students and 350 employees there is a need for approximately 50000 – 60000 m 2, compared with about 35000 – 40000 m 2 at the disposition now; Assignment : managements of UNZE and OU-s – In OU-s with bad results of scientific – research work do activate negative coefficient „Knir”, which use to be less than 1 in the salary calculations of respective employees (it will be elaborated in detail in cooperation with the deans); Assignment : vice-rector and deans of OU-s – Make more intensive the work on accomplishing the informatics of services for students’ affaires and starting to apply integral software (training must be done for everybody of administrative staff, of the assistants, of professors, since only in that way the software will be really applied). Procurement of the software without training and application will bring us to a very unfavourable situation. Assignment : project team – Work on the improvement of passing rate in some OU-s, through the work in smaller groups, the introduction of demonstrators, obligatory consultations etc. . INTERNAL l Problems and more difficult functioning of an integrated university in all segments, l Difficult effectuation of internal verifications (audits) and corresponding acting in accord with them, i. e.
