Strengths and Weaknesses of CAN-N Strength(s) Weakness(es) Organizational - Have secretariat in an academic Strengths and Weaknesses of CAN-N Strength(s) Weakness(es) Organizational - Have secretariat in an academic institution where secretarial support and physical space for holding different types of meetings are not a problem - lack of financial support for the local secretariat - lack of clarity on membership requirements and responsibility of the members - lack of frequent activities, primarily due to limited funding of the member organizations for such activities, and financial support to the secretariat Membership - Different sectors of society are well represented – academic institutions, Non Governmental Organizations (NGOs), Private sector, as well as individuals working/pursuing higher studies in concerned areas. - Lack of category of members (viz: Institutional, private etc. ) with clearly specified responsibilities AQM Activities - Individual member organizations have individual programs and projects - Lack of mechanism for coordination and cooperation with other organizations Funding/ sustainability - Partnering Institutions good will - Lack of enough funding to and desire to fund the activities generate and sustain joint within their scope activities. Strengths and Weaknesses CAI-Asia Pakistan Strength(s) Organizational -Not a registered body yet but a Strengths and Weaknesses CAI-Asia Pakistan Strength(s) Organizational -Not a registered body yet but a strong precedence exists in the form of PEAA, PELA, PFEJ - all created by IUCNP. -IUCN’s excellent reputation, extensive network (national, regional and international) and experience in AQM in Pakistan provides a good launching pad Membership - Membership not open yet but membership of other similar networks will be helpful in getting the network started Weakness(es) - Potential problems – everyone wants to be a member but not willing to contribute; high expectations

CAI Pakistan can further build on their work - Lack of coordination and cooperation with other organizations - Lack of technical expertise - Lack of reliable data Funding/ sustainability - IUCN provides crucial support during the difficult take-off phase. – ability to develop projects for funding from organizations like USAID/ USAEP, ADB, and WB - IUCN’s support can also be a constraint in the Network becoming financially independent - lack of additional funding to carry out activities Leadership - IUCN’s proven leadership in the field of environment would provide good learning ground for the incoming Network Development Coordinator

Strengths and Weaknesses CAI-Asia Pakistan (cont. ) Strength(s) Weakness(es) Capacity (e. g. technical training, Strengths and Weaknesses CAI-Asia Pakistan (cont. ) Strength(s) Weakness(es) Capacity (e. g. technical training, etc. ) - IUCN can help CAI in mobilizing expertise in AQM from its regional and global network - Lack of technical capacity in AQM may be a major constraint in providing different services to its members like technical input in projects, training, etc. Relationship with CAI-Asia secretariat - Learning from CAI-Asia’s experience in starting and successfully operationalizing CAI Networks in Asia - CAI-Asia can assist the Network in seeking funding - CAI-Asia can assist the Network in staying on track and not getting complacent - CAI-Asia can help the Network in building its technical and other relevant capacities - Potential problem – excessive involvement in running of the Network can prove counter productive - Potential problem - If CAI Asia does not provide adequate services to the Network, it will loose confidence in it Support from nonmember stakeholders (e. g. Industry, transport, government, NGO) - Due to IUCN’s extensive network, good rapport with the Go. P, industry, transport and civil society already exists and can be further built upon through the Network - Potential problem – some organizations working in the AQM in Pakistan may consider Network as an encroachment in their territory

Hanoi, HCMC, Hai Phong) are CAI -Asia members (not yet Da Nang) - Many GVN agencies, research institutes, universities are actively working on AQM projects - Various donors (ADB, WB, SDC, USAID) have been interested in supporting local network activities - USAID/US-AEP has played an active role in networking among Vietnamese stakeholders and between international players - Currently no formal, organized Networking - Lack of Ministerial counterpart for AQM and the Network - Lack of National AQM strategy /comprehensive planning - Lack of full-time local coordinator, regular meetings and communication among Vietnamese stakeholders Membership - The USAEP have established an - Lack of formal membership informal working group including experts/officers from various sectors including academia, transport, environment, health, fuel and vehicle industries, and NGOs (e. g.
