Health initiatives supported by the Health Design Authority include: • Providing principles for the introduction/expansion of Electronic Medical Record systems and Adoption models • Guides and standards, and integration toolset solutions, including guides for use of Health Level 7 (HL 7) • Guidance and advice on solutions and interoperability a range of core health ICT applications including clinical, patient administration, finance, pathology, radiology and orders applications • Support and guidance for Victorian Department of Health ICT initiatives, including alignment with National direction, e. g. NEHTA initiatives.

Referrals • Newer form elements have been built on existing formats – HL 7 Header and most messaging segments other than OBX have not changed

Interoperability - Definition “There are two parts to the definition of interoperability: 1) The ability of two or more systems to exchange information 2) The ability of those systems to use the information that has been exchanged. This means that health information exchange is different than health information interoperability. Exchange is a necessary for interoperability, but it is not sufficient by itself to achieve health information interoperability. ” (Fridsma, D. 2013)

Referral Standards and current 2009 SCTT standards • The current state based standards are informing National Standards – Vendor enhancement Requirements – Roadmap of adoption for NEHTA standards is not short – IHI is not currently comprehensive (can be used as a secondary identifier) – HPI-I/O structure and its application is still under discussion

Referral and SCTT roadmap • Transition to the National initiatives (Transition Roadmap/Approach) – Continue with HL 7 2. 4 statewide specifications while NEHTA initiatives are mature and have production suitability – Next phase of SCTT review will introduce SCTT elements into the National Framework, this work has already started – The two standards will run in parallel for a period of time, until national standards mature and proven, allow for vendors/services who have invested in the current standards to realise benefits – Health Design Authority has introduced a 3 -4 year timeframe for new initiatives/tenders to include NEHTA capability within a realistic timeframe.
