Programs to provide comprehensive health care (like the Indian Health Service) will fall behind. • Long-term health investments discouraged. – New prevention and treatment efforts may reduce mandatory spending in the long run, BUT scorekeeping looks at only the next five years. – E. g. , early treatment of HIV costs money in the short run but may save money in the long run.
