STATUS OF THE DIPLOMATIC SERVICE The bodies of the diplomatic service are the state organs implementing the external policy of the Republic of Kazakhstan UNIFIED SYSTEM OF THE DIPLOMATIC SERVICE The unified system of the diplomatic service is composed of the Ministry of Foreign Affairs, its offices, foreign representations and subordinate organizations set up for the logistics purposes, educational institutions under the control of the Ministry of Foreign Affairs The unified system of the diplomatic service is headed by the Ministry of Foreign Affairs

The objectives of the Diplomatic Service Working out of the concept and main trends of the external policy of the Republic of Kazakhstan and bringing in the relevant suggestions for the President and Government of the Republic of Kazakhstan Working out the suggestions for the President of the Republic of Kazakhstan on external political and economic issues of strategy and realization of the initiatives of the President Realization of the external political course of the Republic of Kazakhstan, promotion of the external economic policy and consolidation of the prestige of the Republic of Kazakhstan Guarantee by diplomatic means and methods protection of the sovereignty, security, territorial integrity and inviolability of the frontiers of the Republic of Kazakhstan, its political, trade commercial and other interests in relations with foreign states and in the international area Protection of the rights and interests of the citizens and legal entities of the Republic of Kazakhstan abroad
Realization by diplomatic means and methods attempts of the Republic of Kazakhstan on implementation of the international peace, global and regional security Implementation of diplomatic and consular relations of the Republic of Kazakhstan with foreign states and international organizations Coordination of external activity of other central executive bodies with the idea of carrying out unified political and economic course and investment policy of the Republic of Kazakhstan in relations with foreign states and international organizations Analysis of the political and social economic situation in the world, external and internal policies of foreign states, activities of international organizations and supply of the central state bodies with relevant information

The List of the diplomatic ranks is the scale of distinctions to be put into effect respective to the experience and achievements of the diplomatic officials. There are time margins between the ranks awarding (some twothree years). If a diplomat performs well he is promoted upwards and can be downgraded if he does not succeed and displays a very poor show. There is also the possibility for an advanced promotion. The junior rank of an “Attache’” is awarded to the beginners in the diplomatic service by the minister of MFA. The top diplomatic rank of “Extraordinary and Plenipotentiary Ambassador” is awarded by the President of the Country with the strong recommendation of the Minister of Foreign Affairs.
Rights and Obligations of the Personnel of the Diplomatic Service Rights: • To bring in the suggestions on improvement of the activity of the organs of the diplomatic service • To enjoy during the stay abroad all the privileges and immunities in accordance with the norms of the international law • To enjoy all other rights and liberties guaranteed to the citizens of the Republic of Kazakhstan by the Constitution and legislation acts of the Republic of Kazakhstan Employees of the Diplomatic Service have the right to bring in the suggestions on the issues of the external policy, improvement of the legislation of the Republic of Kazakhstan on the external affairs, complying it with International legal obligations of the Republic of Kazakhstan
Obligations: To perform properly all the obligations related to the diplomatic service To respect the law and traditions of the receiving state Not to disseminate the information that comprise the state secrets and other mystery protected by law after the release of the diplomatic service To increase the professional skills, qualification, the extent of the general political knowledge, master state and foreign languages To fulfill other obligations provided for by the legislation acts of the Republic of Kazakhstan
Ministry of Foreign Affairs (MFA) is the headquarters of the external policy. It can have different names (State Department in the USA, Foreign Office In the UK and Ministry of External Affairs in France), but the idea and content of professional involvement is the implementation of the external policy of the State. Being a multifunctional entity MFA is composed of a number of departments to be responsive to all the incoming challenges. All the ministries of Foreign Affairs are structured in the geographical way. One can easily find the departments of America, Europe, Asia and Africa. The Ministry is headed by the Minister who is in fact No. 1 Diplomat of the Country. He or She is one of the few senior officials who has the authority to sign the international pieces of documentation of the top seniority. The Minister of Foreign Affairs of Kazakhstan is Mr. Erlan Idrisov – a career diplomat who was the ambassador in Great Britain and USA.
