IT Promotion, Development and Initiatives TAMILNADU The destination of choice IT Policy initiatives – Acts as a fulcrum to create necessary Policy framework & development of IT in the State. Issues NOC for promoting necessary Physical infrastructure like IT Parks / Buildings. Hand holding investments in IT – Acts as a Single Window facilitating Agency. Showcases Chennai & Tier II Cities in Tamil Nadu as preferred destination for IT investment. ELCOT has developed so far, 8 IT SEZs across Tamil Nadu including Tier II Cities. Start-up Warehouse with 90 seater is in operation at Chennai and 50 seater capacity is initiated at Coimbatore to promote Technology Start-ups for young entrepreneurs.

SCHEME OF DISTRIBUTION OF LAPTOP COMPUTERS TO STUDENTS The Scheme, being implemented by the Special Programme Implementation Department, covered the students of Engineering, Arts & Science, Polytechnic and Music Colleges, in the first two Academic years (2011 -12 & 2012 -13) From the Academic Year 2013 -14 onwards, students of +2 in the Schools and First year students of Polytechnic Colleges were covered. Students Covered are : 8, 98, 866 Nos in 2011 -12, 7, 56, 000 Nos in 2012 -13, 5, 65, 000 Nos in 2013 -14, 10, 16, 028 Nos during 2014 -16, Total for 5 years 32, 35, 894 Nos
DRIVING LICENCE CARD PROJECT: • ELCOT is issuing Driving License cards since 1996 at 138 centres of RTO / Unit Offices across the State. • 41. 03 Lakhs Nos of Driving License cards were issued from 2015 -17 FAMILY CARD PROJECT: • Centralised printing at Chennai since 1995 & Decentralisation in 2008. • Printing done now in all the District Collectorate.
Method of Procurement ELCOT is the optional procurement agency for IT products as per G. O Ms. No 58 dated Finance (BPE) Dept. dated 16 -2 -1999 Procurement done through Open Tender process by following the Transparency in Tamil Nadu Tenders Act. Products Handled for all Government departments & Institutions: Servers, Laptop and Desktop Computers, UPS , Printers, Digital Copiers, Scanners, LAN Cabling, Projector, Microsoft Products, Computer Furniture and Consumables

Governance The Department is involved in handling the end-to-end support for all the Govt Departments/Undertakings of Govt of Tamil Nadu in the following areas: Preparation of Software requirements specification & Request For Proposal Tender process to select a suitable vendor towards design development of application software, & its implementation along with training. Imparting basic training in computer operations to the officials in Govt departments
Permanent Enrolment Centres(PEC) Established 206 PEC’s for Aadhaar related services, in District Collectorates, Municipal Corporation (Hqrs), Municipal zonal offices, and Municipalities across Tamil Nadu. Aadhaar enrolment done offline from 3 -10 -16 and State Population register software online from 07 -11 -16 onwards. Aadhaar enrolment count is 3, 40, 330 and data pocket upload count is 3, 15, 725 as on 23 -01 -17.
Cloud based Services for Students & Young Entrepreneurs The Project aims at to offer cloud based services on a self service mode for the benefit of the young entrepreneurs and students community at a nominal cost. The project offers services namely, Infrastructure as a Service(IAAS), Platform as a Service(PAAS) and Software as a Service(SAAS). The services offer Servers, Storage, software platform, application development/deployment environment and the custom made applications based on the desired requirements. The cloud environment is free for 3 months and later nominal cost will be levied as per the defined criteria.
Arasu e-Sevai Centres(CSC’s) Established 373 CSC’s across Tamil Nadu in urban/local areas at District Collectorates, Rural Development and Panchyatraj divisions, offices of CMA, RI, BDO, Metro Water and Corporation of Chennai locations and in taluk offices. Services related to Revenue, Social Welfare, TNGEDCO, TNEA, Metro. Water and Corporation of Chennai are provided to citizen In addition, thro’ APNA CSC portal, services namely aadhar card printing, passport, PAN card, bus ticket booking, mobile bill payment, filing of new EPIC card, DTH recharge, mobile recharge, data card recharge, aadhar mobile update etc, are being provided.

TAMIL NADU STATEWIDE AREA NETWORK (TNSWAN) Funding: Project Cost Phase 1: Rs. 140. 25 Crs. Project Cost Phase 2 : Rs. 74. 69 Crs. Project: Point of Presence (POPs) : 708 (Vertical) Project start : 1 -12 -2007 Phase – 1 /Boot Period : 1 -12 -2007 to 30 -11 -2012||5 Years Phase – 2 Starts : 9 -9 -2013 || 3 Years Interim period is in progress Network Operator : M/s. TCS. Consultant and TPA : M/s. E&Y LLP. Bandwidth Provider : M/s. BSNL and Reliance. M/s. E&Y LLP has been appointed as the Consultant for finalizing the RFP for phase 3 operations.
TNSWAN Integration with NKN TNSWAN is integrated with National Knowledge Network (NKN) towards enhancing Network services. 1 Gbps of NKN Link is terminated at NOC of TNSWAN for the entire users. NKN & TNSWAN have been integrated at DHQ level with 34 Mbps / 100 Mbps /1 Gbps Network Operating Centre

More than 2000 + Horizontal locations are connected to TNSWAN Vertical network.

Network Management System TNSWAN - VERTICAL TNSWAN is centrally managed through an NMS (HP Service Manager ) for both network equipments and bandwidth. Service level agreement(SLA) is in force from the first Quarter for both the Network Operator and the Bandwidth Provider. The Fool Proof Automated system is in place through the NMS to monitor, manage and to ascertain the SLA, calculate the uptime and penalty.
TAMIL NADU STATE DATA CENTRE (TNSDC) The Government of Tamil Nadu implemented the State Data Centre scheme under the National E-Governance Plan (Ne. GAP) of Government of India, as a Shared Scheme of the Central and State Govts The State Data Centre facilitates the State in providing efficient electronic delivery of services from - Government to Government (G 2 G) - Government to Citizen (G 2 C) - Government to Business (G 2 B) Data centre “Go Live” started from 01 -08 -2011 onwards & the composite team headed by NIC commenced from 01. 12. 2011 onwards. Augmented with NKN (National Knowledge Network) – 1 GBPS connectivity from February 2012 onwards. Certified to ISO 20000 & 27001 standards SDC Project Cost – Rs 60. 80 Cr DCO – M/s Wipro. STATE DATA CENTRE Act as a Central Repository of the State's Data and provide functionalities like - Secure Data Storage - Online Delivery of Services - Citizen Information / Services Portal - State Intranet Portal - Department's Application Hosting - Remote Management and Service Integration SDC enables the state departments to host their services and servers through the common infrastructure (like UPS Power, Cooling, Rack space, Network connectivity with Security, Storage, Monitoring Systems, Internet and TNSWAN connectivity) aiming at ease of integration and efficient management.
STATE DATA CENTRE 100% in terms of rack space (63 racks ) is fully utilised in TNSDC Phase- I TNSDC extended at BSNL DC through a Mo. U with BSNL. DC and Services are being utilized based on demand from departments. 5 years O&M successfully completed on 31. 07. 2016 1 year Gap Period operation w. e. f. 01. 08. 2016 is in progress.

Facilities in TNSDC Server Farm for Testing and User Acceptance Test (UAT) Servers, 4 Mbps Vodafone internet link with separate firewall was commissioned and used for testing applications before moving to production at a Project Cost of Rs. 1. 83 Crores e-Mail Soution Full fledged email Solution for the Government officials , has been established and Operational from September 2015 with a Project Cost of Rs. 75 lakhs. DR Enablement at NDC Pune was enabled as DR Centre with NKN connectivity Heterogeneous Replicator was installed at both the ends (TNSDC & NDC Pune) for Storage replication. Asynchronous Replication was tested successfully during June 2015. DR facilities for CCTNS, SHDRC and IGRS implemented.
Cloud Computing at TNSDC Cloud enables quick launching of applications in TNSDC and provides Infrastructure as a Service (Iaa. S) and Platform as a Service (Paa. S). Cloud dynamically allocates the unutilized resources and is capable of enabling automatic scale up and scale down of services hosted. Cloud enables better and optimal utilization of computer infrastructure amongst multiple applications at TNSDC. Project Cost – Rs. 11. 40 Cr. (State Rs. 9. 90 Cr + Go. I Rs. 1. 50 Cr. ) TN Cloud System Integrator - M/s. Sify. CDAC Cloud is also established. Overall 19 applications are running live on shared mode and 4 are under implementation
Disaster Recovery Centre- TRICHY To ensure Business Continuity for various e. Governance Applications hosted at TNSDC. Ensures data availability at DRC, Trichy through data replication from TNSDC. Also, serves the purpose of co-location / hosting. DRC Project Cost – Rs. 59. 85 Cr Location – ELCOSEZ, Trichy No. of Racks – 100 Consultant – M/s. Nearline Disaster Recovery Centre Memorandum of Understanding entered with BSNL, Chennai on 09. 07. 2015 Replicator and Connectivity (8 Mbps) have been procured SAN Space, Rack Space availed from BSNL DC on service basis BSNL DC has been made as an extension to TNSDC by providing 64 Mbps Point to Point connectivity from TNSDC to BSNL DC – Harbour. Project Cost – Rs. 5 Cr.
TNSDC - PHASE II Existing TNSDC (Phase I) rack space 100% utilized To address the growing demands of the Departments, TNSDC PH II, in a newly constructed building is in progress. Networks Department IT Infrastructure Support under World Bank Fund: IT Hardware and accessories were supplied and installed in 445 locations (in 5 phases) under Tamil Nadu Health System Project in Health Department. Also these items are being taken care of through Comprehensive AMC. Installation, Commissioning and Maintenance of Desktop Computers, Printers, UPS, Servers and Network Components supplied to Municipal Administration department. Installation, Commissioning and Maintenance of Desktop Computers, Printers, UPS, Servers and Network Components supplied to PWD department IAMWARM project and CAMC Services for the above items.
Local Area Network(LAN) & IT Security Audit for Applications LAN IT Infra maintenance support for TN Secretariat (SECLAN). IT Infrastructure maintenance support for Multi Specialty Hospital, Omandurar Building. IT Security Audit for Applications: Conducting Security Audit for IT Applications of all Government Departments before hosting in the State Data Center, at Perungudi.
Video Conferencing & CCTV Surveillance Inauguration of Government Welfare Schemes through Video Conferencing by Hon'ble Chief Minister of Tamil Nadu. Provision of Setting up of Communication equipments during the visits of the Hon'ble President, Hon'ble Vice President, & Hon'ble Prime Minister of India to Tamil Nadu. Provision of Setting up of Communication equipments for Collector and Police Conference. Supply and Commissioning of Video Conferencing Systems, CCTV Surveillance Systems & Public Address Systems with related accessories to Government departments Provision of CCTV Surveillance and Intercom facilities to monitor Medical Entrance exam on behalf of Director of Medical Education Department, Kilpauk.
